Samesh,
I attended a BSC conference, where they talked about an assessment around the SFO principles from the Norton/Kaplan 2000 book. That was interesting, but it seemed like you could add to it a simple matrix.

On one axis would be the amound that you have implemented each of the SFO principles, and on the other axis would be the length of time that you have been using the BSC. For example, if you have been using the BSC for 6 months only, you could be considered mature if you have just an enterprise scorecard and are reporting, but if that is all you have after 3 years, then you are not getting the full value out of the BSC.

does that make sense?

You know, Norton and Kaplan have come out with their fifth book, which is called the "Execution Premium" and talks about a very mature BSC system.

I'm not sure if your organization is implementing a six sigma program along with your BSC, but if you are, these white papers and webinars may be of use.
